Political factions across the ideological spectrum in Jammu and Kashmir, including the ruling National Conference, the Peoples Democratic Party, and the Bharatiya Janata Party, have joined forces to demand strict penalties against senior Indian Administrative Service officer Kumar Rajeev Ranjan following a widely circulated video that captures him using offensive language against a female provincial services officer during an official online conference.
Tanvir Sadiq, chief spokesperson for the National Conference, stated that Chief Minister Omar Abdullah has directed Chief Secretary Atul Dulloo to guarantee accountability and shield the woman official from any potential retaliation. Sadiq emphasized that nobody should be permitted to leverage their position to bully or victimize others.
At the same time, Sadiq used the occasion to highlight the restricted authority held by the elected government under the existing Union Territory framework. Because IAS officers in the region report directly to the Lieutenant Governor, the chief minister lacks the direct jurisdiction to transfer or discipline them. Sadiq noted that if Jammu and Kashmir operated as a full state, Ranjan would have faced immediate transfer and attachment to the General Administration Department pending an inquiry.
The controversy arose from a heated exchange during a review meeting for Mission YUVA concerning the National Rural Livelihood Mission, chaired by Ranjan in his capacity as secretary of the Labour and Employment Department. Ranjan repeatedly interrupted Beenish Wani, an assistant director at the Employment and Counselling Centre in Ganderbal, as she presented her office's work. When she attempted to clarify her statements, Ranjan hurled insults and threatened immediate suspension.
The Jammu and Kashmir Administrative Services association released a statement supporting Wani and alleging that the officer has a history of employing demeaning language in official settings. Ranjan has not offered public remarks since the footage surfaced.
Condemnation poured in from various political figures, with PDP leader Iltija Mufti calling for action and BJP spokesperson Altaf Thakur labeling the behavior unacceptable while referencing a past arms license controversy linked to the official. Srinagar Member of Parliament Aga Ruhullah Mehdi also shared the video online, praising Wani for maintaining her composure and warning that any negative career repercussions for her would carry consequences.
Ranjan previously faced suspension in 2020 after his arrest by the Central Bureau of Investigation regarding an inquiry into mass arms licensing issued on forged documents during his tenure as deputy commissioner of Kupwara, though he was reinstated the following year. More recently, the CBI registered a disproportionate assets case against Ranjan and his family in February 2025, conducting searches across multiple locations.
