For residents living in rural areas, utilizing banking services has traditionally required traveling to a branch located in an adjacent town. To address this challenge, the Uttar Pradesh government introduced the BC Sakhi program to deliver essential financial services directly to village households while simultaneously establishing employment avenues for women.
Managed by the Uttar Pradesh State Rural Livelihood Mission under the Department of Rural Development, the initiative operates on a principle of placing one banking correspondent in every Gram Panchayat. Debuting in May 2020, the project originally set out to station 58,000 workers throughout the regional village councils across the state.
The title BC Sakhi translates to Banking Correspondent Sakhi. Through the initiative, female participants, frequently drawn from local Self-Help Groups, receive professional instruction and official credentials to function as field banking representatives.
These personnel utilize digital financial hardware to carry out basic account functions and offer doorstep assistance, simplifying financial access for villagers, particularly where physical banking infrastructure remains scarce. The model ensures that community members can complete routine banking tasks entirely within their local neighborhoods without undertaking long journeys.
Candidates chosen for the role complete specialized instruction and must secure certification via the Indian Institute of Banking and Finance. Official guidelines specify that preparation occurs through Rural Self Employment Training Institutes alongside other approved facilities, featuring a mandatory multi-day instructional curriculum.
To assist participants during their initial setup phase, the program allocates a monthly financial stipend of 4,000 for the first half-year to support operations. Once fully active, these representatives generate earnings through transaction commissions, which typically fluctuate between fractional percentages depending on established financial agreements.
Furthermore, official government allocations provide financial backing toward digital equipment and overdraft facilities for each participant. Since its inception, the initiative has witnessed substantial growth across the state's rural administrative units.
According to state budget documents, thousands of active representatives facilitated massive transaction volumes and accumulated substantial earnings during recent fiscal cycles. Portal records highlight hundreds of thousands of certified personnel alongside millions of completed transactions representing a massive cumulative monetary value.
By deploying trained local personnel within individual Gram Panchayats, the project successfully overcomes geographical and physical barriers that traditionally hinder rural engagement with formal financial institutions. At the same time, it empowers participating women with steady local employment, fulfilling a dual mandate of financial inclusion and female economic empowerment across Uttar Pradesh.
