New Delhi, Oct 19, 2026 12:36 ISTThe United States is nearing the final stages of completing a trade agreement with India, according to US Secretary of State Marco Rubio. His statement also addressed how global energy supplies, oil prices, and national security concerns shape Washington's approach to Russian energy sanctions.
Rubio made these observations ahead of an anticipated meeting with Indian External Affairs Minister S Jaishankar in Mumbai on October 20. Addressing US waivers on Russian oil and gas restrictions, Rubio pointed out that the administration must carefully weigh the broader consequences for international energy markets and pricing.
Washington has found it necessary to issue waivers over recent months due to potential disruptions to global supply and cost structures, Rubio explained. He noted that national security exceptions involve evaluating multiple variables, including the geographical challenges certain nations face when attempting to source energy from alternative providers. While these factors do not serve as excuses, foreign policy decisions must account for them.
Rubio connected these foreign policy and security considerations directly to the ongoing economic discussions between the two nations. Commerce and Industry Minister Piyush Goyal previously indicated that the initial phase of the bilateral trade accord has been concluded and is currently undergoing legal review, with expectations to operationalize the agreement soon to secure competitive advantages.
India and the US initially outlined an interim trade framework in February, though negotiations have experienced extended timelines. Despite the delays, Indian officials have maintained that bilateral ties remain robust and adaptable to shifting global conditions. The upcoming discussions between Jaishankar and Rubio are expected to address a broad agenda encompassing trade, investment, energy cooperation, defense, and emerging technological sectors.
