New Delhi: The National Medical Commission has scrapped its 2023 regulations concerning the maintenance of standards in medical education, while confirming that medical institutions must still file Annual Disclosure Reports as mandated by law.

The decision was formally announced in an official notification dated October 14 and published in the Gazette of India. Originally brought into force following notifications in September 2023 under Sections 10, 24, 25, and 57 of the National Medical Commission Act of 2019, the rules have now been rescinded with immediate effect.

While the commission did not provide a specific reason for repealing the Maintenance of Standards of Medical Education Regulations, 2023, the notification clarifies that the withdrawal does not retrospectively invalidate actions completed while the framework was active. Approvals, renewals, orders, and directions issued previously will stay valid, and any rights, privileges, obligations, or liabilities incurred prior to the repeal remain intact.

Despite the withdrawal of the broader framework, medical colleges and institutions must continue submitting their Annual Disclosure Reports. The notification emphasizes that furnishing the ADR remains mandatory under Section 24(i) and Section 25(h) of the NMC Act of 2019 along with other applicable regulations, ensuring that statutory transparency duties for institutions are unaffected by the rule change.

Regarding ongoing administrative matters, the notification outlines that pending applications, appeals, inquiries, and proceedings may continue to be addressed under the withdrawn 2023 regulations where appropriate. Conversely, any new matters arising after the repeal date will be governed directly by the NMC Act and the legal frameworks active at that time.

Medical colleges are advised to review the transitional provisions carefully to understand how pending proceedings or individual institutional requirements are impacted. The National Medical Commission remains the primary statutory body overseeing medical education and the profession across the country.
