Candidates who engage in violence during protests or movements across Uttar Pradesh face permanent disqualification from government employment under a comprehensive new recruitment framework introduced by the Yogi Adityanath administration. In addition to addressing civil unrest, the policy establishes guidelines for character verification and police checks applicable to direct recruitment throughout state departments and public institutions.
Under the updated regulations, individuals implicated in serious criminal offenses—including murder, rape, exam paper leaks, examination fraud rings, and cybercrime—are strictly barred from public sector positions. Furthermore, applicants must transparently disclose any criminal history during the application process, as withholding relevant information will result in the immediate cancellation of an appointment.
The policy introduces provisions that permit provisional appointments to be issued prior to the completion of formal character verification. Nevertheless, comprehensive background checks and thorough police screening remain mandatory before candidates can be assigned to sensitive positions.
As part of the revised verification process, law enforcement will examine candidates within their home districts as well as any other locations where they have resided for more than a single year over the preceding five-year window. This expanded residential review forms an essential component of the direct recruitment scrutiny.
The framework extends beyond traditional state ministries, governing direct hiring practices across government departments, corporations, councils, autonomous organizations, panchayats, and local bodies throughout the region.
