The New Delhi Municipal Council plans to turn 157 parking sites under its jurisdiction into smart facilities with real-time information on vacant slots, digital payments and reserved spaces for vehicles driven by women, according to a tender document reported by news agency PTI.The proposed system will replace manual operations with automatic number plate recognition cameras, FASTag readers, boom barriers and digital displays. Motorists will be able to check availability through a mobile application and web portal, reserve spaces, buy monthly passes and make cashless payments. The system will be linked to a central Parking Operations Control Centre and the NDMC's Integrated Command and Control Centre to monitor parking sites and transactions in real time.According to officials cited by PTI, the council also plans to create pink parking spots for women, alert the police about vehicles parked for long periods and promote electric vehicles.
In consultation with the NDMC, the selected agencies may be required to develop and maintain electric vehicle charging facilities. “At least 5 per cent of the total parking area at each site must be reserved for vehicles driven by women, to be called ‘Pink Spots’,” officials said. These spaces must be marked with road paint and signboards placed at visible locations, including the entry and exit of each site.Every parking slot must be clearly marked, while each site must have reserved spaces for persons with disabilities and proper signage.
Cameras must cover entry and exit points for security and surveillance. The system must identify vehicles parked for more than 24 hours and send an alert to the Delhi Police, the NDMC or the agency concerned, according to officials.
For on-street parking, the operator must install surveillance equipment along an allocated 200-metre stretch to detect unauthorised parking and issue real-time alerts. Temporary parking sites will be exempt from this requirement. The operator must also paint and maintain road markings for paid parking, no-parking zones, restrictions and free parking spaces up to 100 metres from the paid area.
The markings must comply with the Indian Roads Congress code of practice, including any updates. All off-street sites must be checked for uneven surfaces and waterlogging, with problems corrected to ensure smooth movement of vehicles. The operator must also count and mark all trees at on-street and off-street sites.
It will have to notify the NDMC and obtain permission before cutting or trimming any tree during the contract period. The project will cover about 15,060 equivalent car spaces across three clusters: Connaught Place, areas north of Connaught Place and areas south of Connaught Place. The Connaught Place cluster will have 48 parking sites, while the northern and southern clusters will have 63 and 46 sites, respectively. The selected operator for each cluster will have to pay a fixed monthly licence fee of Rs 2.05 crore for Connaught Place, Rs 2.25 crore for the northern cluster and Rs 2.10 crore for the southern cluster.
The combined fee will be Rs 6.4 crore a month, apart from a share of parking revenue payable to the civic body.Bidders will compete on the percentage of gross revenue they offer to share with the NDMC over and above the fixed monthly licence fee. Payments will be routed through an escrow account and dues must be paid by the seventh of every month.
Delayed payments will attract annual interest of 24 per cent.Three consecutive missed payments will result in the cancellation of the five-year contract, forfeiture of the security deposit and transfer to the NDMC of infrastructure built by the operator. The council may also open new parking facilities in the future without compensating the operator. The selected agencies will be responsible for designing, implementing, operating and maintaining the system.
They will also deploy towing vehicles fitted with cameras and GPS in each cluster to deal with unauthorised parking. The contract will run for five years, including a three-month implementation period. The operators will bear the project's capital and operational costs.
Estimated monthly revenue from parking fees across the three clusters is expected to exceed Rs 7 crore once the system is fully operational. The selected agencies must provide performance security of Rs 6.15 crore for Connaught Place, Rs 6.75 crore for the northern cluster and Rs 6.31 crore for the southern cluster, totalling about Rs 19.21 crore. The earnest money deposit has been set at Rs 20 lakh, Rs 23 lakh and Rs 19 lakh for the three clusters, respectively. The tender document became available on October 22.\A pre-bid meeting is scheduled for October 30, the deadline for submitting bids is November 12, and technical bids will be opened on November 13.
Covering on-street, off-street and multi-level facilities, the project aims to modernise parking across all 157 sites under a five-year contract.- Ends
