Dehradun police ordered a detailed probe into allegations that Rs 43.2 lakh remained unpaid in a 2021 property deal involving Jasveer Kaur Anand alias Sonia Anand Rawat, wife of former minister Harak Singh Rawat.Dehradun police have launched a detailed probe into allegations levelled by an elderly differently-abled man against the wife of a former Uttarakhand minister.Dehradun,Nov 1, 2026 08:36 ISTAn elderly differently-abled man on Saturday approached the Dehradun police, accusing Jasveer Kaur Anand alias Sonia Anand Rawat, who claims to be the wife of former Uttarakhand minister and senior Congress leader Harak Singh Rawat, of cheating him of Rs 43.2 lakh in a property deal. The complainant, Hariom Sehgal, alleges that he sold his Dehradun property for Rs 56 lakh but received only Rs 12.8 lakh, with the remaining amount still unpaid. Sehgal claimed that the cheques issued towards the balance payment bounced and the outstanding amount was never cleared.Taking note of the complaint, Dehradun SSP Pramendra Dobhal has ordered a detailed probe and assigned the investigation to the SP (City).Sehgal told India Today that his property's market value at the time of the deal was over Rs 2 crore, while its government-assessed value exceeded Rs 1.25 crore.
However, he claimed, he received only two payments: Rs 2.8 lakh and Rs 10 lakh. “The cheques they gave me bounced; only payments of Rs 2.8 lakh and Rs 10 lakh went through. I received nothing else, and they even took the cheques, which were listed in the property registration deed, right out of my pocket,” he alleged. He also claimed that replacement cheques did not clear and the remaining amount was never paid in cash.
Sehgal further alleged that cheques mentioned in the property registration deed were taken away from his possession. The complainant has also accused the other party of threatening him with death and physically assaulting him on several occasions.
He alleged that he was forcibly evicted from his house in 2022 and that the property was subsequently occupied.Claiming that he had been left homeless, Sehgal said he was facing severe distress and had no address proof other than his Aadhaar card.“I am in great distress and have been left homeless. My only proof of address is my Aadhaar card,” he said.Meanwhile, SSP Pramendra Dobhal said Sehgal had submitted a formal complaint alleging that the cheques issued by the buyer had bounced and the agreed payment had not been made.“The complaint states that Jasveer Kaur Anand, alias Sonia Anand, who purchased a house from him, issued cheques that subsequently bounced, and the agreed-upon payment was never properly made.
He has levelled very serious allegations in this regard,” Dobhal said. The SSP said he had personally assigned the SP (City) to conduct a thorough investigation into the entire matter. He added that legal action would follow if the allegations were found to be true."Given the gravity of the matter, I have personally tasked the SP (City) with conducting a thorough investigation into the entire case.
Once the SP (City) and his team have completed their inquiry, if these allegations are found to be true, then all necessary legal action will be taken," he said. The SSP also acknowledged Sehgal's physical condition, saying he had lost both his hands but had continued approaching authorities to seek justice. He assured him of assistance from the Uttarakhand and Dehradun police if his allegations were substantiated. On the possibility of political influence, Dobhal said the law would take its course irrespective of a person's political affiliation.“Regardless of one's political affiliation, justice is equal for everyone.
The truth must be uncovered as quickly as possible, and appropriate action should be taken accordingly,” he said. The police said further action would depend on the findings of the investigation.- Ends
